This essay by Professor René Schwok looks back at the Federal Council’s decision to reject the draft Institutional Agreement (InstA) in May 2021. According to the author, this rejection is not easy to understand because, as this study shows, the InstA had been skilfully negotiated and many concessions had been extracted from the EU.
René Schwok is a full professor at the Department of Political Science and International Relations and at the Global Studies Institute (GSI) of the University of Geneva (UNIGE). He also holds a Jean Monnet Chair.
